Missouri Arrest Warrant
Identify the person, describe the charges, document the judicial decision, and practice a return of service.
Complete the warrant
- Open Arrest warrant in the report sidebar. Use the county assigned in the scenario. Newton is suggested in recognition of Crowder College; it is fully editable. City of St. Louis is also supported.
- Enter the defendant directly, or link a person from People. A name is preferred; an unknown person must be described with reasonable certainty. Linked identity updates after edits to People.
- Enter each charge, RSMo section, and classification, or link the Offenses list. Write the charging facts separately: alleged conduct, date, place, and facts addressing the offense elements. The site does not supply case facts.
- Identify the supporting sworn statement or instructor-provided charging record. Complete the PC Affidavit module if that is part of the assignment. Naming an affidavit is not a substitute for writing it. Record the simulated court’s review only when directed by the exercise.
- Enter the designated court, release decision, issuance date, and judge information. John Marshall is the default classroom judge, using the same simulated signature as the search warrant section. The name and signature can be edited.
- After the simulated arrest, expand Return of service and record service, court appearance, and the officer’s return. Leave it empty until the exercise calls for it.
Probable cause and the choice of process
Identify the offense and connect this particular defendant to it through specific facts. Describe sources, observations, statements, and corroboration; distinguish what the affiant knows from information received. Use the supporting sworn record required for the assigned charging procedure. See Rule 22.03 and RSMo 544.020.
For a felony complaint supported by probable cause, a summons is ordinarily issued. A warrant may issue when the court finds reasonable grounds for nonappearance or danger to a victim, the community, or another person. An indictment permits a summons or warrant; a corporation receives a summons. The exercise’s reason and facts fields practice that distinction. Rule 22.04.
This module covers an initial warrant for a Missouri state criminal charge. Municipal ordinance cases, probation matters, and other special warrants use their own procedures. The misdemeanor summons-or-warrant decision is governed by Rule 21.03.
What the warrant must contain
The state’s name; the defendant’s name or sufficiently certain identification; the charged offense; the issuance date and county; a command to arrest and bring the defendant forthwith before a specified court, in person or by interactive video; release conditions or a detention determination; and the court’s signature, or the clerk’s signature at the court’s direction for that specific warrant. See Rule 22.05 for felonies and Rule 21.06 for misdemeanors.
Release decisions require an individualized assessment. Consider recognizance and nonmonetary measures before monetary terms, use the least restrictive sufficient conditions, and consider ability to pay. Detention under Rule 33.01(d) requires clear and convincing evidence that no combination of conditions will secure safety. Students enter the instructor-assigned judicial decision; the site does not set bond or decide detention. Rule 33.01.
A felony warrant may be executed anywhere in Missouri by a peace officer. If the officer does not possess the warrant, the officer must inform the defendant of the felony charged and that a warrant exists, and show it as soon as possible upon request. Rule 22.06. Record the actual exercise times in the return; the search-warrant ten-day deadline is not an arrest-warrant expiration rule.
Use shared entries
For the same defendant, select Use warrant-request facts from PC Affidavit to keep nonappearance and danger facts linked. Select the same person in both sections and request a warrant in the affidavit first. The court’s review remains a separate instructor-assigned finding. Uncheck the link to use your separately written warrant entry.
In a warrant-only exercise, linked identity and charges print on the warrant. Extra identifiers and unrelated records are retained, without a duplicate page just for the shared information.
Save and print
Save report for later downloads the editable .rms.json file. Keep the latest copy on your computer, jump drive, or school storage and reopen it through Continue saved report. The submission PDF cannot reopen the report on this website.
Download arrest warrant PDF creates the warrant alone, including entered return information. Download PDF to submit includes the front sheet and populated report sections. Defaults alone do not print an unused warrant; an empty return does not print. Long entries continue onto additional pages without being cut off.
Download blank warrant handout provides blank fillable warrant and return pages. Default judge names and county are removed from blank handouts. Use a laptop or desktop computer; cell phones display the computer-required notice.
Form reference and classroom limits
The typography, state/county caption, circuit-court heading, arrest command, charging paragraphs, and judge area are based on an actual Missouri circuit-court warrant in Appendix A of this public court filing. The original’s case names, facts, addresses, signatures, and seal are not reproduced. The layout is recreated for student entries, current release provisions, and additional pages as needed. It is not a certified court form or an exact reproduction of every county’s warrant.
Every generated page is marked CLASSROOM SIMULATION — NOT VALID FOR SERVICE. Historical names are fictional classroom roles. Completion checks identify missing entries; they do not establish probable cause or make a judicial finding. Sources reviewed September 11, 2026. Instructors should check the linked current rules when preparing assignments.
