Uniform Complaint and Summons (UCS)

Practice the uniform citation front using your instructor’s supplied form layout. It is a fictional classroom record. The reference’s agency number, court address, phone number, and appearance time are blank for your own scenario.

Complete the citation

  1. Open UCS / Citation in the report sidebar. Complete one citation for one defendant and primary violation. Follow the instructor’s direction for a separate seat belt entry.
  2. Enter the agency, assigned training citation number, court type, division, county, and court appearance information. Newton County and Neosho are suggestions you may change. Do not use the sample’s old court contact details.
  3. Link an existing Person, Vehicle, or Offense, or enter the information directly. Linked fields update when you edit the original record. A removed linked record produces a reminder rather than silently substituting another record.
  4. Use official RSMo search to find a state statute. Copy the title or applicable charge wording with Ctrl+C, then return and paste with Ctrl+V. Include the section/subsection and classification. For an ordinance exercise, use the assigned municipality’s ordinance. The Missouri charge code is a separate identifier; see the Missouri State Highway Patrol charge code manual.
  5. Write the date, location, and facts supporting the specific violation. Explain your observations and information sources. Copying statutory language does not supply the scenario facts.
  6. For a speed exercise, enter measured speed, posted limit, and detection method. Complete commercial-vehicle, hazardous-material, accident, custody, and other indicators only as applicable. If the subject was taken into custody, select the arrest basis. For an existing warrant, enter its number and issuing court. Otherwise complete the PC Affidavit for the same defendant, as required by the classroom rule.
  7. Enter and affirm the student/officer statement. Record prosecutor approval only at the stage assigned by the instructor. The signature uses Abraham Lincoln in a fictional prosecutor role and is editable. A defendant acknowledgment is a separate simulated entry.

Save and print

Save report for later downloads your editable .rms.json file. Keep the newest copy on your computer, a jump drive, or school-approved storage. Reopen it with Continue saved report. A PDF cannot reopen the RMS report. Saving instructions.

Download UCS PDF prints the citation alone. Download PDF to submit includes the front sheet and populated sections. In a UCS-only exercise, linked identity, vehicle, and charge entries print on the citation; extra details and unrelated records are retained separately. Empty UCS sections do not print.

The UCS front uses legal-size paper (8½ × 14 inches) to preserve the reference’s tall layout. Choose legal paper or “Fit” when printing on letter paper. Longer entries continue on labeled letter-size pages. Download blank UCS handout provides the blank fillable front without default names or county.

Reference and exercise scope

This recreates the supplied citation front, whose printed revision is 10-02. It does not recreate the multi-part reverse sides. The license-posted box and promise-to-dispose wording are retained as reference-form fields for instructor-directed exercises; they do not determine current court procedures or payment eligibility.

Compare the court’s Form 37.A Uniform Citation and the Missouri Supreme Court Rules. For municipal cases, the Missouri Courts case-initiation instructions explain the distinction between the violation notice and the prosecutor’s information. Use the current court rules and assigned scenario for the exercise.
